You are considered a NEW student if you meet one of the following criteria:

  • A student that has never attended Flour Bluff ISD
  • A student who has previously attended Flour Bluff ISD but withdrew before the end of the school year
  • A student who attended Flour Bluff ISD in prior school years but not last year

Pre-Kindergarten Eligibility

Texas Enrollment requirements for Pre-Kindergarten for the 2023-2024 school year:

  • Unable to speak and comprehend the English language;
  • Educationally disadvantaged, which means a student eligible to participate in the national free or reduced-price lunch program;
  • Homeless, as defined by 42 United States Code (U.S.C.) Section 11302, regardless of the residence of the child, of either parent of the child, or of the child’s guardian or other person having lawful control of the child;
  • Child of an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority;
  • Child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty;
  • Have been in the conservatorship of the Department of Family and Protective Services (DFPS) following an adversary hearing;
  • Child of a person eligible for the Star of Texas Award as a peace officer (3106.002), firefighter (3106.003), or emergency medical first responder (3106.004).

Kindergarten Eligibility

Texas Enrollment requirements for Kindergarten for the 2023-2024 school year:

  • Must be five (5) years old as of September 1, 2018

Social Security Numbers

The Texas Education Agency requests that each student have a social security number which will become his/her school identification number. Please have your student’s social security card available at registration.

Proof of Residency

Texas law states that only minors whose parents/guardians reside within the boundaries of the school district are entitled to attend school in that district, unless approved for a transfer. Proof of residency must be provided each year at registration.

Usual accepted proof of residency may be one or more of the following:

  • Current utility bill (such as water, electric, cable) dated 30 days of registration indicating the service address and the parent/guardian’s name on the bill. Cell phone bills will not be accepted.
  • Current notarized rental/lease agreement and the parent/guardian’s name on the rental/lease agreement.
  • Current tax receipt indicating home ownership and current residency in the district and the parent/guardian’s name
  • Letter from a governmental agency with a current date and current address and the parent/guardian’s name
  • Current contract on a house (provided that loan has been approved and signed by both buyer and seller)

Documentation

Documents Needed for Online Enrollment at All Campuses

  • Proof of residency
  • Photo ID of parent or guardian (driver’s license or another form of ID such as current work, government, state or college ID
  • Notarized court documents for guardianship
  • Notarized residency affidavits
  • Immunization/Shot Records

Proof of Residency

Texas law states that only minors whose parents/guardians reside within the boundaries of the school district are entitled to attend school in that district, unless approved for a transfer. If the address needs to be changed a new proof of residency will be required and must be provided for enrollment by uploading to the registration form or sending to the campus registrar. Uploading Proof of Residency is no longer required for returning student with no address change. Usual accepted proof of residency maybe one or more of the following:

  • Current utility bill (such as water, electric, cable) dated 30 days of registration indicating the service address and the parent/guardian’s name on the bill. Cell phone bills will not be accepted.
  • Current notarized rental/lease agreement and the parent/guardian’s name on the rental/lease agreement.
  • Current tax receipt indicating home ownership and current residency in the district and the parent/guardian’s name
  • Letter from a governmental agency with a current date and current address and the parent/guardian’s name
  • Current contract on a house (provided that loan has been approved and signed by both buyer and seller)
Your cooperation and understanding are requested in our efforts to determine residency. Families wishing to enroll students on a transfer basis should contact central office administration at 694-9220 prior to registration date.

Assistance

If you need assistance, do not have access to a computer, or do not have access to scan and/or upload required documents, please visit the campus the student will attend.Only parents or guardians are allowed to register students. A current driver’s license or another form of photo ID, such as a current work, government, state or college photo ID is required.
