A District of Innovation is a concept passed by the 84th Texas Legislative Session in House Bill 1842, which allows traditional school districts flexibilities and/or exemptions from some Texas Education Code requirements. To access these flexibilities, a school district must adopt an innovation plan as set forth in Texas Education Code chapter 12A.
On July 25, the Flour Bluff ISD Board of Trustees signed a resolution to begin the process for the District to receive designation as a District of Innovation. The idea to pursue a District of Innovation developed during a meeting of the District’s Calendar Committee and the need for more flexibility with the District’s official school calendar. The state of Texas requires school districts to start school after the last Monday in August. Becoming a District of Innovation would allow Flour Bluff ISD to begin the school year earlier in August.
The Flour Bluff ISD Board-approved District of Innovation committee has met and developed an innovation plan that provides flexibilities and/or exemptions from some Texas Education Code requirements.
District of Innovation Plan Five Year Renewal

House Bill 1842 allows Texas public school districts to create a District of Innovation plan, providing flexibility to modify state requirements for better alignment with local needs. To qualify, a district must have an acceptable academic rating and develop a plan under Texas Education Code, Chapter 12A. Once approved, the plan lasts five years and can be amended, rescinded, or renewed. Flour Bluff ISD’s District of Innovation Plan aims to personalize learning, involve the community, and enhance local decision-making to prepare students for lifelong success.
