New Student Transfers

2025-2026

Flour Bluff ISD considers student transfers based on space and program availability, academic performance, and district guidelines. Approved transfers are granted on a year-to-year basis, with continued enrollment dependent on meeting all academic, behavioral, and attendance requirements.

New Transfer Student Information

Flour Bluff ISD extends a welcoming hand to students living outside our district boundaries through our tuition-free transfer program. If you reside outside our attendance area, you are invited to apply for a transfer. The approval process considers factors such as space and program availability within our schools and a comprehensive review of the student’s academic profile, including grades, attendance, disciplinary history, and performance on standardized assessments. We hope to welcome your student to Flour Bluff ISD and embark on a successful educational journey together.

Transfer Information

Based on the Superintendent’s recommendation, the Board will determine how many transfer students can be accepted, and at which grade levels or schools. The Board has the authority to approve or deny any transfer application, and these decisions will be made fairly, without regard to race, religion, color, sex, disability, or national origin.

To be considered for a transfer, applicants must meet the following criteria:

  • Academic Performance: Students must maintain passing grades throughout most of the current school year.
  • Attendance: Maintain a minimum 90% attendance rate in the current school year.
  • Discipline: Have no record of suspension, alternative disciplinary education placement, or expulsion during the current school year.
  • Standardized Testing: The student must have passed all sections of the STAAR test in the previous year. For students who were not eligible for STAAR, this will be based on other relevant standardized tests or state assessments.

Priority Transfer

The following non-resident transfer students are eligible for specific transfer considerations based on the transfer requirements outlined below:

  1. A resident student who has completed his or her junior year at the District high school and becomes a nonresident.
  2. A student whose parents anticipate residency within 60 days. Proof of potential residency must be provided at the initial time of enrollment, with a follow-up in 45 days. If residency is not established in 60 days, the student shall be withdrawn.
  1. A student whose parent is an active-duty service member stationed at the Naval Air Station. Please supply FBISD with as much documentation as possible regarding these requests.
  1. A student whose parent is employed on a permanent status or is a tenant of the base at the Corpus Christi Naval Air Station or the Corpus Christi Army Depot. Please supply FBISD with as much documentation as possible regarding these requests

Step 1

Gather the following documents from your student’s current school:

  • Current Report Card
  • Attendance Record
  • Disciplinary Record or a letter from the current school principal
  • State Assessment Scores
  • Proof of Residency (water, electric or cable bill)
  • Proof of Employment (if applicable)
  • Any documents related to Special Education (if applicable)
  • Any documents related to a 504 plan (if applicable)
